When we started this company in 2017, we molded our mission and mindset around this idea. “Always” means consistency and reliability, and our team remains consistent and reliable in every aspect of our work — from our conduct to our project execution.
We respond with science-based, innovative, and exceptional performance to achieve each client’s goals. We help our customers by bringing a deep engagement and commitment to every project. Our approach to explore, investigate, comprehend, and communicate all aspects of a project leads to a higher level of understanding for all stakeholders, resulting in cost savings through conflict-free progress and concurrence.

Bart, this [UDEQ approval] letter was received today. A big thanks to Jeff and his team for getting this done. What a huge accomplishment.
BTW had my quarterly status call with the COR this week and she commented on the OUTSTANDING job by the Semper team with the door to door effort. They are so happy with the response and this extra effort was really important to them with the EPA and UDEQ more involved this year with the VI sampling.
Semper has recently completed projects with AOR International and we would gladly work with them again. Their work is efficient, detailed, and of high caliber.

Meet Our Team
Jeff Fitzmayer
Founder & President
Jeff is the primary owner and principal of Semper Environmental. He created Semper Environmental in 2017, referring to years of experience leading environmental investigations, authoring technical reports, and managing numerous environmental projects. Jeff has 20+ years of expertise, and holds a Bachelor’s and Master’s Degree in geology, as well as several certifications in engineering and construction.
Diane Lane
Chief Geologist
Chief Geologist – Expert in quality control, technical writing
Diane is a licensed professional geologist with 30+ years of experience. Specific areas of expertise include government contracting experience in hydrogeology, munitions response, and technical writing. Diane has worked closely with the U.S. Army, National Guard, and state and federal environmental regulators.
Teo Grochowski
East Coast Operations Manager
East Coast Operations Manager – A former consultant to European Heads of State, Teo is an experienced corporate executive and operations expert with a strong government contracting background. As an expert in the environmental and nuclear industries, Teo provides planning, technical operations oversight, and quality control support for Semper’s east coast operations, and strategic advising supporting our firm’s growth model.
Jonathan Shank
Senior Environmental Field Technician
Jonathan is Semper’s lead environmental field technician. He has extensive experience in field sampling of ground and surface waters, subsurface vapors, and soils, and all-around site support operations. He is an expert at field documentation and GPS operations. Jonathan is pursuing a Bachelor’s degree in geology at Weber State University.
Wayne Martrildonno
MMRP and UXO Ops Mgr
MMRP and UXO Operations Manager.
Wayne is the owner of Waynemar Consulting and is also the Semper Environmental team lead for munitions response and UXO-related operations.He has 25+ years of experience in munitions response and UXO operations, including designing, executing, and reporting on MEC investigations and removals. Wayne also works closely with the National Organization of Ordnance Contractors (NAOC).
Lyle Phillips
Geologist
Expert in site investigation, remediation, and property evaluation –
Lyle is a registered Utah geologist and a certified environmental consultant. He is Semper Environmental’s principal for site characterization and remediation. Lyle has 25+ years of experience, and holds a PhD in geology. He is an industry expert in remediation and the design, installation, and operation in SITU remediation systems.
Tammy Chang
Chemist
Expert in laboratory oversight and data validation –
Tammy is the analytical laboratory oversight and technical lead for Semper Environmental. She is a renowned chemist with 25+ years of experience, and holds a Bachelor’s and Master’s degree in chemistry. Tammy’s expertise includes managing analytical chemistry quality control for the Department of Defense and the U.S. army.
Larry Joffe
Water Treatment Expert
Expert in water and wastewater treatment –
Larry is Semper Environmental’s principal for water and wastewater treatment engineering. He has 30+ years of experience in water and wastewater treatment, including capital costing, plant design, construction, startup, and operation experience. He has consulted for major corporations such as Lockheed Martin, GE, SABIC, Unocal, Tranter, and Meridian Gold. Larry has a Bachelor’s degree in chemical engineering and an MBA in industrial administration.
Heidi Simper
Botanist
Expert in geographic information systems (GIS) –
Heidi is a field biologist and field team manager with 10+ years of experience. She is the Semper Environmental team lead for botany and geographic information systems (GIS) support. She holds a Bachelor of Science degree in botany, a minor in geographic information systems, and a Master’s in ethnobotany.
